  • TRA Launches The new Cycle of the Smart Government Enabler

Mobilk - The Telecommunications Regulatory Authority (TRA) has launched today the new cycle of the Smart Government Enablers 2017, as well as the addition of the Service Integration indicator, adopted by the Prime Ministers Office, to the set of indicators for measuring the quality of e-services provided by government entities to the customers across the country. The announcement took place during a series of national training workshops organized for this purpose by TRA and lasted for 3 days during 21-24 March 2017, with the participation of representatives from 29 Federal government entities.  

Among the most important topics listed on the workshop agenda is reviewing the results of Smart Government Enablers 2016, with the focus on the government entities that have implemented the innovation standards related to these enablers. The workshop also discussed the implementation gaps and how to overcome them in line with the directives of each indicator, in addition to the latest development in the indicators measuring mechanism for the current year, and the introduction of the seventh indicator related to Service Integration. 

The Service Integration indicator measures national initiatives relevant to enabling federal entities to complete the secure smart/electronic interconnection among them, which has been developed by TRA as enabling entity, within three levels: infrastructure, secure services, and services interconnection. Every project manager will set an objective for each federal entity according to these three stages based on the status of the project, the work plan, the size of the progress made with the entity, and the extent of communication with the entity in the past period. Every federal entity will be evaluated according to its commitment to provide the requirements of each stage and to its obligations as per the approved work plan with a specific completion rate.

Commenting on launching this indicator, H.E. Eng. Majed Al Mesmar, Acting Director General of TRA, said: Integration of services represents a deepest and more complete level of development of smart services provided by government entities in the country. It simply means the ability of customers to complete their transactions in the shortest possible time, and in the least number of steps, irrespective of the number of entities involved in accomplishing any government services. To ensure this, we have provided in the mGovernment the necessary infrastructure for this purpose, through FedNet, as a first stage.  We also provided the highest level of safety and security for this network through the adoption of the Smart Pass system, which allows each customer to access all government services through a single user name and password. The third stage is linking the services through the Government Service Buss (GSB), the government services portal, the national mobile application (One App), the national CRM, and the national data smart platform.

Mr. Salem Al Housani, Acting Deputy Director General of Information and eGovernment Sector, added: By completing this stage, we have paved the way for government entities in the country to effectively implement service integration. On this occasion, I would like to invite all those managing smart services in these entities to benefit from this developed infrastructure, and use it to serve the objectives of sustainable development in the country, and achieve customer happiness and convenience.

The Service Integration indicator is the seventh indicator in the smart government enablers index, which are: e/m transformation of federal government services, use of e/m government services, customer satisfaction with e/m services, public awareness of e/m services, quality of websites, compliance of government entities with e/m service quality standards.

Regarding the evaluation mechanism of this indicator, three main stages have been identified: registration of federal entities in the Services Integration Project, connecting the federal entities to the project, and the extend of federal entities activation of the project.
