The launching event is held on Sunday 21st of October 2007 under the auspices of H.E. Dr. Mahmoud Abu Zeid the Minister of Water Resources and Irrigation, in cooperation with Mr. Hashim Zohair, Vice President for Regulatory and Corporate Affairs of the Egyptian Company for Mobile Services (Mobinil) and Mrs. Marlis Weissenborn the Country Director of the German Technical Cooperation in Egypt.
This agreement is considered a milestone in the decentralisation strategy of Water Resources Management, which is coordinated by the Institutional Reform Unit (IRU) and supported by German Technical Cooperation (GTZ). Under this agreement, the Water User Organisation and the district engineer of Abou Homus (Beheira) will receive hotlines to be easily reached by water users. These hotlines will be offered to them at low cost and will raise their effectiveness and efficiency.
The agreement also entails compost facilities for the recycling of agricultural wastes, which includes a tractor, excavator, levelling equipment and a digital camera to take pictures of violations. In addition, the water user organisation will receive office equipment like a copy machine, fax, computers and printers. This equipment will enhance the activities of the water user organisation thus promoting the reform objectives especially participation and decentralisation leading to better water resources management, higher agricultural productivity and better service provision in conformity with the ministerial and private sector goals towards sustainable development.
The trilateral agreement initiated by the German Technical Cooperation (GTZ) between the Ministry of Water Resources and Irrigation and the Egyptian Company for Mobile Services (Mobinil) is considered an exemplary agreement in terms of cooperation between the public and private sectors for the benefit of the less fortunate. This agreement marks the starting point for an anticipated fruitful and constructive cooperation in the future.
